Well, my best friend is Miss Teen South Carolina. And as we all know by now, she is a little special. I think the thing that makes her so special is pretty obvious (it is rude to talk about peoples disabilities you know).

What. The. Fuck.I want to hit this girl in the face. The correct answer is: "This is because Americans are too busy worrying about being pretty Miss Whatever-State, getting knocked-up at 17, and not attending school because they are too busy painting their nails."
The correct answer would be that over 5% of Americans are under 5 years old, severely mentaly retarded, or completely senile. As it isn't really necessary or prudent for these people to have this knowledge, I think the number is acceptable and am impressed that the number isn't higher.
Which is understandable if it was 5%, but it was one in 5, which is 20%.
